This Act is designed to promote communication among team researchers located at multiple organizations and not impede co-inventors who voluntarily collaborate on research resulting in patentable inventions.

With these changes, the goal is to increase public knowledge and accelerate the commercial availability of new inventions. Research collaborations are essential to the discovery of new inventions, the creation of new jobs, and the health of the U.S. economy. Protecting them will provide greater incentives to develop new technologies, says bill sponsor Rep. Lamar Smith.
