A data collector complying with the guidelines of a self-regulatory program approved by the Federal Trade Commission (FTC) consistent with the principles of this measure shall be in compliance with the act. In addition, the Act strengthens protections against identity theft and provides a means to address discriminatory treatment of U.S. entities under the privacy laws and regulations of other countries. Also, it the Act preempts state laws, forecloses private rights of action, and vests in the FTC the exclusive authority to enforce its provisions.
