S. 188 Data-Mining Moratorium Act of 2003

The Data-Mining Moratorium Act would prohibit any officer or employee of the Department of Defense or Homeland Security Department to take any action toward implementing or carrying out data mining either through the proposed TIA program or anything similar. This moratorium will cease when Congress passes an actual law approving data mining.

This bill also requires The Secretary of Defense, Attorney General and federal agency department heads that are engaged in activities to use or develop data-mining technologies to submit a report to Congress outlining their activities. This report must include a thorough description of the activities, their plans for the use of technology and details on how the privacy of civilians will be protected.
