This Act states that any person who knowingly transfers, possesses, or uses, without lawful authority, a means of identification of another person shall, in addition to the punishment provided for such felony, be sentenced to a term of imprisonment of two years. If the identity theft were tied to an act of terrorism, the punishment for this felony would be a term of imprisonment up to five years.
