The National Science Foundation Doubling Act requires the NSF Director, to continue specified initiatives concerning: information technology research involving cybersecurity, terascale computing systems, software, networking, scalability, communications, and data management; nanoscale science and engineering; plant genome research; and science and technology innovation partnerships.

The bill also funds the science, mathematics, engineering, and technology talent expansion program; the secondary school systemic initiative; the experimental program to stimulate competitive research; and the program to advance the goals of the Science and Engineering Equal Opportunities Act. Other bill requirements include developing and submitting to the National Science Board a priority list of proposed major research equipment and facilities construction projects.
