August 01, 2005CSO — Department of Homeland Security Secretary Michael Chertoff said July 13 that he was reorganizing DHS to strengthen intelligence and information-sharing, centralize policy-making and improve coordination. Chertoff said he wants to create a policy undersecretary who would do strategic planning and act as a single point of contact for policy makers, and a new office of intelligence and analysis led by a chief intelligence officer to collect and process information from a wide array of sources for both senior decision-makers and federal, state, local and business leaders.

In May, public-sector and industry officials took part in simulated cyber attacks on government and commercial computer networks. The staged attacks, collectively termed Silent Horizon, were coordinated by the CIA and took place in Charlottesville, Va.

The Federal Emergency Management Agency, other crisis management agencies and a handful of IT industry representatives are refining the new Common Alerting Protocol, which is a standard messaging format used for crisis or alerts. Written in 2003 by the Emergency Interoperability Consortium, the protocol will make it easier to message many recipients, because it operates with many types of software.

A recent Government Accountability Office cybersecurity study on spam, phishing and spyware found that many federal agencies have not addressed the risks of emerging threats. The GAO recommends first, that agencies include emerging threats in the risk assessments required by law, and that the Bush administration develop detailed guidelines for incident reporting.
